It's their own fault. I hang out in Grid all the time and am planning on leveling all the Grid classes as I go.basically we all know about it from back in the day when it actually matter for our class progression, but in the future, what will make a new player go to this particular place looking for story? Gear is mostly disposable, and not going to be that memorable, at 20 30 and 36 (maybe the 36) exp is something that will happen anyway.
Before the quest was a milestone, as well as progression and story, now it will be just another quest which most people ignore, unless they can come up with a really good incentive.

exp would be good, if its a large amount, but by the time people realize they have the quest available, they will most likely have passed that level.
In our ul dah centric world, how many archers would visit gridania if the quest was unecessary, how many new lancers would even have heard of the wood wailers?
Gear could be class-specific and very good. It could also be abilities that can't be unlocked by just leveling up. Once again, it can be anything.
