I think it's actually more to hide the fact that your character teleports from one side of the barrier to the other.
We get bubbles going in and out of the underwater city, but we can still see through the barrier.

We just see the city, not the assets, the npc, players in it. Just the building, it is a type of 3d painting. Much like older games
