AST has been really good since like 3.2 so... And no the whole is not rng.

And okay, let's talk about RNG. According to you since Balance is RNG-locked it should be quite powerful, correct? Alright, so why is PI/Confession stacks so lackluster? You only have a 20% chance of getting a Confession stack... as a tank heal (which is what it is 99% of the time going to be used as) it's pathetic. At one stack it heals less than Cure. Even trying to get it on other allies is generally inefficient and next to impossible.

Then we buff WHM like OP said. Does that not fix the issue?
