    Because of NA being on 7 time zones + a large EU base, there is no non-peak hours on Aether...

    Yeah. If they insist on making use of forced bottlenecks then I doubt we're going to see an improvement for quite some time. At this rate things won't be fixed until well after launch because on Aether there's always going to be a significant number of players trying to get past the solo instances no matter the hour. If the servers cannot handle the strain then they simply need to come out and admit it...not wait for the issue to resolve itself because it clearly isn't improving on the NA datacentres.
