For the sake of consistency, none of us were using any buffs (or debuffs), we both had a 1h wand, and we both healed the same target. Also, my mind is (oddly enough) slightly higher than his.
I'm going to try some more tests today by giving him my wand, and trying out his hat. This should show me if my hunch is true, and there's some issue with +Healing Potency materia on weapons atm.

What I meant was, that there were some issues related to Prime Conditioning that were addressed in patch 1.19a, but there still might be some other things remaining as well. In that case, it might be better to just not equip any traits at all. You didn't state in the OP whether or not you were using those traits in your testing, so I wanted to point that out, specifically.

*Sigh*......well, I have an update I suppose. I had +13 Healing put in my hat, putting me at a total of 431 Healing Magic. After a bit of testing with this much boost, my max heal without crits has come up to about 910.
Same LS member, we tested his with Hat + Prime Conditioning, with only hat, with only Prime Conditioning, and without any. The results stayed the same with or without the hat, at the old range of 850-900. Prime Conditioning seems to DEFINITELY boost heal potency by 10% though, not just on yourself but also everyone you cure. With my wand, his hat, and Prime Conditioning, he was able to heal both me and himself for consistent numbers between 950 and 1000.
The saddest discovery of mine from these tests is the extremely small effect of +Healing Potency on actual healed amount. Although I mention the 850-900 range without Prime Conditioning, the heal potency gear DID increase the healed amount. However, with my +28 Healing Potency, I only noticed an additional 10-30 hp cured with my Cure III's. So it looks like the biggest boost to cure potency for Conjurer's at the moment is to get Prime Conditioning.
Walls of text aside, has anyone else gotten a chance to test this, and can confirm my findings?
Well what did you expect it to raise healing by? I mean its pretty average to see 400 healing potancy on any given CON. How much did you expect your heal to increase when you add +28 healing potency which is 7% of your total healing potency?

+28 is about +7% more Healing Potencyso, ideally I expected about 7% more for my heals.
