I don't think SAM "needs" SkS since it has a GL2-like haste buff to keep up. So it's not that slow. But either way, it doesn't look like it's limited in what stats are prioritized. Not like what MNK looks like now.

SkS being a priority for Sam would not be surprising. The faster you can attack, the faster you get kenki, the faster you get kenki, the faster you use oGCDs. It may not be as big on the list as say... Mnk or Nin, but I don't think it will be a backburner stat.
