This is about where I stand. Even rolling Need for glamour is a bit of a dick move if someone else could use the upgrade. But I can't control what other people do, and I'm guilty of this myself especially if I've farmed the run multiple times.
If someone wanted the drop badly, they should have also come on to the job instead of playing a different one. Hard to trust word of mouth without actually seeing gear sets to determine whether it's a lie or not. Or make a pre-determined 8 man party instead, where you can guarantee your drops with your party. Asking is okay, but making a scene of it and pointing fingers like the OP had been through does not make it any better.
Again, as many had pointed out, no one under any circumstance is in obligation to explain themselves in a DF party, or any relevant or non relevant content to this game. That's what party finder is for. Common courtesy is good, but expecting it of the community is asking for too much sometimes and taken for granted.

I hate to pick on grammar and language, but you appear to speak english well enough that using 'rando' is an actual choice not a mistake. Either way, I've noticed lots of posters using this and it bugs the living crap out of me.This might sound cold, but no one has to explain themselves to anyone in a rando pug group. If it's something you need, just tell them. If they can roll Need on it, let em and roll against them. If they aren't a healer, it's a "them" problem. Not yours. Too often I see people bullied into passing on gear that would be upgrades for them. My opinion, roll need if you can and forget what others say. You owe explanations to no one.

And, on topic, if you are playing a job and can need, need if you want, greed if you want, pass if you want. Unless you owe a favor to the person requesting you to pass, I would feel free to ignore the request. If they want that gear so badly, then they can run as whichever job it is and need on it them self. It's Duty Finder, it's PUG, no one knows anyone else nor do they owe any favors.

Well, randomly, I cared enough to post this time, but perhaps random chance will make me pass next time. Then again, perhaps not. Yes, feel free to blame the RNG.

Anyways... Seals are a justifyable reason to roll Need on gear. That being said, I will personally pass gear for people who ask very nicely for a certain piece. If no one says anything, I'm not going to examine everyone to figure it out myself.

As for the issue, honestly though, I know that we all have our obligations to why we choose to need or greed on items, but if a person does need it, and they're on the job, then yes, I'd say take a look at their gear and decide for yourself. But if you are not on the job you need it for, or not using a 8 person pre-made party, do not assume that all players have the same courtesy in design as you may think you do. As we all have our own reasons for lotting on things. Whether it's for another job, or whether it's for our job ourselves for equipment and seals turn ins, DO. NOT. ASSUME.
Need it and then desynthesize it right in front of them.
Joking aside, if you are worried about coming off as rude, I don't think anyone could get mad if you said something along the lines of, "I'm sorry, but I would really like that item as well."
If they do get bothered about it, they need to consider checking their entitlement at the door...or at least switching to a job that can also 'need' on the given item.
