Same issue here except the reverse. Turns out I was supposed to buy both gender versions during the event so it could be unlocked. I've thought about emailing squeenix but methinks its probably a waste of time.

That's so... weird. I have both versions of every other events' rewards even though I only ever bought the female versions. I thought it worked with the achievement :/

If you're suggesting that you would need to buy both versions during the event to have them unlocked at the Salvager later, I have to say you're wrong - I bought both versions (just checked my armoire and both sets are there) and I dont have an option to rebuy them at the salvager (or exchange them for each other). It would have been fairly odd aswell since the system checks for achievments to unlock the gear you can buy and not wether or not you've obtained that gear actually.
So whoever told you that you would had to buy both sets to unlock them wasnt telling the truth.
I can only imagine that this is some sort of oversight by SE thats gonna get fixed hopefully.
