Well, DoM has powerful spells and they can nuke mobs to death easily, but they don't have as strong defense as DoW. DoW can straight tank, can take many hits without dying, and in turn kill slower in term of quantity (unless you obtain some heavy DMG WS that can AoE). Each class has its own advantages/disadvantages but you can tweak your play style or tailor your abilities/skills/spells to make your battle easier.

There's nothing we can do on client-side to make DoW and DoM even, but we can find other strategies or techniques to help us gain advantages from specific settings/situations.

Victimize is a very good "Die now you bitch!" WS for PGL. Though it consumes all your TP, it's worth it in specific situation.

I found Invigorate (14) and Comrade In Arms (18) from LNC very useful for TP while solo.
Ferocity (4) is great as an ATK buff before you're going to use WS.

PGL Guild Mark skills like Flurry and Pummel are great when you need to build TP quickly.

I don't know if you already have it, but Prime Conditioning from PGL guild will help maximize Second Wind.

I personally don't pick on enemies that have drain move (ugh hate them Wolf and Skeleton!) because by beating on it, I am feeding it TP and if it decides to spam Drain move on me, that's gonna be a big hindrance for my kill speed and may even cause death or fear of death on me.

That being said, when solo, I prefer squishy enemies such as Raptor or Puk families. Yes Skeletons are weak to us PGL, but they're tougher and are harder to kill. If you do choose Raptor or Puk, though, I would recommend you buy some kind of claws type or baghnakhs type of PGL arm for some Slashing/Piercing damage, since I feel Blunt damage is not as effective against them.

Also, Macros are good and can help the battle to be easier because it makes you able to use a set of skills consecutively from hitting only one shortcut. I usually bunch up Raging Strike, Ferocity, and Discerning Eyes together because I'm too lazy to scroll my action bar down to set #2 to look for self-buff and hit 3 buttons.

I also put mages spells (like Sacrifice and Cure) on my macro instead of main (#1) Action Bar, so I can cure myself easily any time without having to look for next Action Bar.

I have long been Level 50 Pugilist, so I can't help you test anything around your level, sorry. But that's all I know or remember or can think of at the moment. I hope some of it can be useful to you.
