If you live anywhere in North America, the game is more than playable in this west coast data centre. Anyone who says it isn't either i) has an issue with their ISP; ii) has an issue with their local network; iii) is trolling.

Not necessarily. If you run a tracert to the server IP you'll see that most of the routing is undeniably being done through NTT (SE's partnered company for the new Datacenter).

This is something that a local network/ISP cannot fix.

Well this was part of the problem for many people playing. Before it was routed through Level 3 which many suspect throttle our data. I for one had to use a vpn for years just to play. This was most likely the reason for the move to a company that SE partnered with. I know a lot of people who quit early on from Titan HM simple because of Level 3 lag.
