Not really. Biggest reason Clemency is not used is cast time. Healers have far shorter cast times so Clemency ends up being an overheal more often than not.

- You can't use it while moving.
To early to say on either of these. Things may be changed in SB.

- Spells use the same resource as Flash (which already uses up most of your MP on big / continuous pulls.)
- It can't replace Flash if it's not insta-cast.
... Wrong on both accounts.

If you are having trouble keeping MP up post 40 you are seriously overusing Flash. It become even easier at 52 and 54 with Sheltron restoring MP and Goring Blade giving Riot Blade priority. Even with the biggest/most continuous pulls you should be coming out with near max MP.

This new ability only needs to do about 100 potency and have a x6 multiplier to replace Flash. A 2 second cast wouldn't even be a real problem.
