While I am not going into that whole thing about the fate, since it's irrelevant, could also have happen anywhere in game, the issue here really lays on "just" being rude and a GM will tell you to blacklist the person you've had trouble with, as well as telling the other one to blacklist you.
If you're lucky everybody gets away with a warning depending on the chat log but that's about it, if that ticket even will be answered differently then "blacklist the person and move on".
Now it would be different if actual harassment would have been involved, GM's get on something like that real quick and that's great, but a lot of people misuse that function and report something that doesn't even fall into that category. Not saying you are one of these people, just in general trying to explain, when and where someone should report somebody.
We all have seen lately or throughout the years a change in community behaviors or gamer's in general, it isn't just ffxiv, but I just think people need to learn to respect each other and if that's not happening well then there would be the blacklist as an option or reports if it goes further then that.
In your case, as bad or frustrating as it might have been for you, or maybe even for the other side, depending how you started the conversation at first, there's nearly nothing that can be done. If you feel that you reached a point, where you think that your server community is getting worse by the minute, maybe it's time for you to transfer. I don't mean that as an insult, but sometimes it's a better solution and starting new somewhere else, then logging into the game everyday with the mind set of meeting "rude" people, if that makes sense.
