I can look for the actual page and quotes if you like but if you have the book just read the entries on Mhach and Ul'dah, and Nym and Limsa, you'll see. Now , I'm not stating the cities only had Lalafells, just that they were primarily Lalafells; Like Limsa is Roegadyn, Ishgard is Elezen, and Ala Mhigo is Hyur.

Within Mhach however we only find Hyur statues and mentions of a Voidmage Cessair who also happens to be Hyur. And we learn from the RDM entry that Ala Mhigo was co-founded by the descendants of mhach. I'm not saying that these cities only had Lalafells just that they were predominantly Lalafellian. And as you indicated with Cessair, the Cities can show reverence or have high officials not of the "main" race. Gridania is "supposedly" Elezen in nature, but the mai focus is on the Padjal/Hyurs, Ishgard worships Halone the Fury who is depicted as a Hyur, the Little Ladies Day event was created and celebrates a Hyur family that ruled Ul'dah once... hmmm, I'm noticing a patern, lol. Elezen/Hyur in nature, not only Elezen. Gridania was founded by the citizen of Gelmorra, after they left Gelmorra. And in Gelmorra lived Elezen and Hyurs together.
Padjals are Hyurs, who got choosen by the Elementals. No Padjal was born as a Padjal.
