On its own it is, but when you stack it with the evasion bonus from dark arts + dark dance you take that 20% and make it 40-50%. Don't believe me? Then you haven't played drk long enough or healed one for long enough to know the true worth of the combo.Dark Arts + Dark Passenger is still an utter waste of MP. It's the near equivalent of Warriors cross classing Featherfoot (don't do that). Not only is 20% barely noticeable, mobs barely tickle even when close to the level requirements if you rotate actual cooldowns. If you have a WHM, either pop Blood Price early, which lets them Regen/heal and get out an Aero III or wait until the third or so Holy hits as stun immunity should set it.
I compared to quite everything.. FPS, RTS, (P&P)-RPGs including J-RPGs and western ones, MOBAs and RL.
Everywhere non-healing healers are expected to do something, else they're considered less useful/lazy.
And yes, in FF14, too!

If you time it right, the mp cost is negligible. Dark Arts lasts for what, 10 seconds or so? Assuming you have a big pack of mobs on you (5+) pop a dark arts at 8 seconds left on blood price, and then us DP at 3 seconds left on BP. Once BP is down, all you need then is DA+DD. By this point you can have those going and still have around 75% mp left. If not, you have Carve and Spit and sole survivor to help. This combo is arguably one of DRKs best mitigation tools. Lazy players. Essentially the kind that queue up into duty and act like it's a major inconvenience to press buttons on their hot bars. Like, you CHOSE to be here!
I don't care if it's a Lv 10 guildheist or Savage content, if I signed up to do a duty, then I'm going to give it my all.
You know what also grinds my gears? Thread drift.

I've done this a couple of times so I don't have to wait for them to cast Stoneskin II and then Protect so that I can get a small headstart where I can group everything up by the time DPS arrive. These days I usually remember to cast both before going into a dungeon though.
Healers or paladins who recast protect every 5-10 min. It's good for 30 min, people!!

Yes, the MP cost of using Dark Arts + Dark Passenger can be negated (mostly or completely depending on timing) by activating Dark Arts, and then NOT using Dark Passenger right away by letting the enemies get a couple more hits in on you while you line them up for Dark Passenger. Nothing says you can't get good mileage out of both Blood Price and the Dark Arts combo, or as I like to call it... "Matrix Mode". It's all in the timing.
Perhaps next time I get into a run with my FC friend when he's on his WHM and I'm the DRK tank, I should make a stream recording of the dungeon run. Seeing the word "Dodge" appear 10 times in a row (with a bit of luck of course) is a thing of beauty.
