    Well "in a certain point of view" their actions can be quite similar especially when looking as AST Job Storyline shows us with how they would gladly murder anyone who tries to give knowledge of their arts to outsiders.

    Not to mention that the government has been stated to be more corrupted and their "Isolation" now is more to thinking anyone not from Sharlayan are "Savages".

    Though I am curious now how Sharlayan are handling their magic more internally than externally. From what we learn from NPCs so far, mostly from AST Job Storyline, there may be some internal abuses going around with the higher ups for power plays and we may learn more in future AST Job storyline with far more once we can finally enter Sharlayan.

    Sharlayan does seem to be in a strange place, it's suppose to have a strong disdain for war (which informs it's view that the other Eoarzan states being savages. It is suppose to have shaired it's advances in the past (atherite travel was rediscovered by Sharlayan and shared with the other city states) they do seem to be becoming more isolationist and corrupt which could make for some interesting developments.
