Additionally, I've gotten Hyperelectricity as well by simply afking so I'm still not sold on the evaluation being tied to spawning conditions (it very well could be I have just not seen evidence of it when we have 2+ parties from FC 'afking' getting a 0 eval rating.

Are you 100% sure you were alone and/or the only group in the zone? when it was just my group it popped as soon as we killed a mob
