Who's to say we don't temper people? We're the most trusted people in Eorzea. Everyone trusted us almost innately. Yes, we killed gods but that can only get you so far. We're trusted more than millennium old traditions in Ishgard, more than grudges between species, more than grudges against other city state militaries.
That all said, I do have bias regarding this theory as it is my favorite theory as to what we are. Ramuh questions our mortality, as does near every primal we fight. Blessing of light they acknowledge but they're always surprised we win somehow. And then Thordan asks that all important question: Not who. But *WHAT* are we?

We were on wanted posters, but there was also a distinct lack of any attempt to actually go through with it x3

The WoL is Hydalin's champion, not primal. She gifted everyone with the echo who have heard her call "hear, see, think". Then she choosed under those who followed her call her champion.

We might temper people, and 1.0 players could have died in the calamity, only to be brought back as primals in 2.0.
This is the most damning evidence against the theory, though. Primals have a very noticeable effect on the environment simply by existing. I suppose we could be tempering our allies so fast that they aren't able to read their scanners correctly, but that seems farfetched.
I think the more likely explanation for Thordan's outburst is that we're the Hydalean version of an Ascian.
The outburst was just pure shock that we beat him. It does not mean we are anything more than a mortal that was blessed by Hydaelyn. He was just so overconfident and we just blew his mind. It's actually a very common saying after a defeat from alot of media.



And this fact is the precise reason for his words.
