This is different from XI.
Summoners get access to "lesser" summons not considered Gods (like Carbuncle).
Free Companies (larger linkshells) can prove their worth to a Primal and then call it to help them when necessary. You can't probably do this alone since Primals are so strong.
by prove their worth mean kill it no ? and the skill is 1 time skill and will expire after 2 weeks if not use, right ?This is different from XI.

To the former, I'd guess so? Can't be sure yet. To second question ,I think you can use it whenever but after you do, you need to wait 2 weeks to use it again.

Let's say that a Free Company is able to align itself with one of the Primals(Ifrit, Titan, Garuda, Leviathan, etc.). Now let's say that 2 Free Companies are going at it with all their might, but one side is being decimated. The summoners of one company(or "captains" assuming there'd be ranks and no dependency on certain jobs) would then be able to summon the company Primal, however in order to summon the Primal, you have to create a summoning circle with other members of the same rank and "chant" for a certain amount of time(say 2 minutes) before the Primal has a chance to set down and unleash hell on the other Company. During this chanting however, the summoners are totally vulnerable, so it's up to the other company members to protect them from the opponents' team.
"Oh sh*t, we're about to bite it!"
"Get ready to summon Ifrit!" *begins chanting*
*alarm for other team goes off*
Other team: "Guys they're summoning a Primal! Look for the circle and take them out"
Your team: "Back up the summoners! Don't let them through!"
*2 minutes later*
Ifrit: ROAR!
