War has absolutely zero CC unlike Pld and Drk, take away fell cleave what do they have left? They also have minimal team support abilities. Get over it.
WAR: Fell Cleave 500->350 potency. Burst is way to strong, even stronger than SMNs which is supposed to be a proper dps.
SMN: not a lot of successful SMNs left after nerfs. Give back full Painflare and Deathflare potencies, give dots 1 or 2 more ticks duration.
PLD: Cover should protect against spells, Hallowed Ground should be instant.
WHM: Sacred Prism is way too OP, its like half minute long tank LB. Make it shorter but reduce spells damage too.
NIN: Increase Shade Shift to 40% HP and make it absorb magic damage too (notice how the PvP balance lacks magic defence yet?)
SCH: Reduce Adloquium MP cost.
DRK: Make Carnal Chill AOE effect with longer duration.
MNK: I guess I'll ignore it because I'll get a lot of hate mail.
Two stuns, holmgang, heavy.
Yeah, and keep 95% of Top 100 limited to wars, whms/asts, brds/mchs and monks without giving a chance to other underperforming jobs who are pushed from the pvp meta.
Yeah, but this type of balancing is just awful. Just please stop.
These balance changes don't even help the underperforming jobs enough to be meta which are drk/nin/sch/(brd to some extent). And you want heavy nerfs to completely take jobs out of comission.
Summoner's only issue is lack of MP restoration, which Wolf Heart helped both smn/blm lack there of a means to give their healer mp. Buffing smn's already monstrous damage would be overkill.
Paladin doesn't need any buffs.
I'm doen for rebalancing, but please not in this fashion.
I don't see any other suggestions. If this balancing is afwul then give examples of better balancing.
Mnk: Arm of destroyer tp cost increased to 300+ OR not available during Perfect Balance.
Nin: Trick/Sneak attack missed position potency loss significantly reduced and vulnerability application regardless of position.
That's just an example. You're in the very discord where plenty of suggestions are made, legitimate ones. Critiquing of said balancing to avoid obvious bias like your post.
You have an outlet for suggestions, please post there first incase SE takes you seriously.

Here is the first steps I'd take:
Ranged DPS:
Remove report and mana song, make mana draw targeted. Reason: Smn is almost as good as mch at the highest level. It actually is a great counter pick to pld/whm. It lacks some CC and healer support. Do this change and see what happens.
Make mchs 4 CCs all share one cooldown if this doesn't work.
Lower bards knockback and bind CD.
Tanks:
Carnal chill should last 10s, it can already be purified unlike tetsudo. (Updated from 20s, forgot it was a 60s CD)
Give carve and spit a silence so it interrupts.
Give drk the new targeted mana draw
See what happens, pld is OP in light party and high levels of play, Clem still might need balancing, but making casters better makes pld a bit weaker.
Healers:
Make attunement always castable. (Through CC)
Make equa protect against silence and knockback.
Add in silence DR.
Remove aethric burst and replace it with something more useful.
Give schs a pvp ability that lets them smn a free instacast fairy every 60s or 120s.
Return slow to sch miasma.
Melee:
Secondary effects should not work under the effect of perfect balance (ilm, silence)
Mudras need to be replaced by just abilities, unless you make ninja super op, mudras will always be a hinderence. (Fuma, suiton, bind, doton, crit move should still exist). The 2 offensive ones and the 2 utility ones should have separate cooldowns.
Remove positional requirement of trick and sneak attack.

That sounds a bit OP for a 60% (AOE) dmg reduction on a 60 sec CD. 10 secs would be more reasonable. I'd increase the HP recovered from Tar Pit to make it on par with PLD and WAR HP recovery abilities.
The rest sounds good, and mana draw being a targeting ability should definitely be a thing, it was never fair that casters couldn't help their healer when they are weaker than MCH.
Oh crap. I thought it was 120s, 90s traited... My bad, lol.... It has been awhile since I've touched drk.
