    Change object quantity in options to maximum if you dont have it there already, saw someone post this on reddit and it apparently fixes the issue.

    Just to elaborate: if this fixes for you, it's not bugged in the first place. There are too many players around, and your machine won't display everyone at once. So, some people (the NPC included) don't get shown.
