The english question said "hempen sets". Koji used the word "pantalettes" in the question, and Yoshi used the word "camise" in the second part of his response about wearing underwear over your underwear. The female hempen gear is called hempen camise/pantalettes in both english and japanese, so the language does make it seem like they are talking about the right thing.
This is why I have been disagreeing with people throwing Koji under the bus. Yoshi made it sound like they would have to make the camise into a body slot item, but that already happened when we went from 1.0 to 2.0, so maybe he's thinking the 1.0 gear became the naked appearance or something. If you're not one of us weirdos in these threads you might not know all the ins and outs of FFXIV's underpants.
Well, not for torso or bottoms anyway. For feet, on the other hand, it has been requested (but that's a different topic than the hempen sets).

These are not underwear. They are regular gear items whose designs (most of them anyway) were based on something else which had formerly (in a game that no longer exists) been classified with underwear. But in this game they are not. It's mistakenly calling them underwear that led to the confusion this thread is about. That's why Yoshi mistook what it was that was being requested and thought it involved a feature change rather than just an item change.
(As for the designs, I suppose a few of them might work as underwear, but that's not the first impression you'd get from looking at them, and it doesn't fit at all for some. For example, the elezen Hempen Camise looks more like the upper half of a formal evening gown if you pair it with a skirt rather than the pantalettes. And the female Auri set is just casual summer wear. Neither are something you'd wear under other clothes.)

Different colors though! But yeah, the biggest hassle I remember from under ware in those days was it fell in with normal gear degradation...It was a wee bit embarrassing asking others to repair your under ware >_>

. . . Is this really a thing? Of all the stuff people could want out of the game, the type of underwear your character can wear is important? :O
I thought it was supposed to be race/lore specific. I know, like, all of 2 people in game probably care about the cultures developed, but it's kind of a cool idea. Why not just request more lingerie options? Probably get nicer stuff that way.
I'm teasing tbh, I know how important glamour is to some people (the True End Game, amiright?), but really, with all the really neat requests I see out there, this is probably one of the more superficial ones I've seen. Why not more character options? Or a more in depth dye menu? Or (le gasp) some decent midcore content??? :O

It's not like it's one or the other. I want more customization options too. That was also a question at fanfest and it got shot down by the same old character data budget excuse that detaching aura faces from horns got back when aura were first added.
There probably isn't a technical reason they couldn't make the hempen set available, though.
