1.0 actually had two undergarment slots. They were removed going in to 2.0 and really they didn't ever do much. There was a (very slight) upgraded set of undergarments people could wear in the mid 20s but they didn't look any different.
This. If you think we have gear bloat now, imagine one earring per ear, two undergarments, and I think one bracelet per arm as well. Imagine having to balance an armoury chest for that.
Pro DPS tactic: Big glowing orange AOE = "Stand here to boost your DPS!"

Correct me if I'm wrong, but didn't they mention expanding the armory chest anyway? Not that I would want to grind for two earrings and two bracelets...
That being said, FFXIV's glamour game would surpass what you could do in Dragon's Dogma if we still had underclothes/underwear as an equipment slot.
* The sad thing is that FFXIV turned RDM into a turret, and people think that's what it's supposed to be. It's supposed to combine sword and magic into something more, not spend the bulk of gameplay spamming spells and jump into melee for only 3 GCDs before scurrying back to the back line like good little casters.

Different colors though! But yeah, the biggest hassle I remember from under ware in those days was it fell in with normal gear degradation...It was a wee bit embarrassing asking others to repair your under ware >_>
It allowed to wear different underwears (example the hempen set or bikini) under the clothes.
In ARR this can be usefull if you wear some mini skirts that show the underpants (like the female Miqo'te RSE)
