Editable FC capes

If you like a cape, then wear one of the ones attached to various outfits right now. They're not going to add a cape slot, especially not when you haven't thought through how many incompatibilities that would create with an overwhelming majority of chestpiece slot gear currently in the game.

It's more than "fair to exclude it" because it's not something currently in the game and doesn't ever need to be. Just because you had the idea doesn't mean it automatically deserves a place in the game.

I really, really like the mantle on the Shire tank set, but there's always that one thing about the armor sets that irks me. In the case of the Shire tank set it's the faulds (plates that hang over the thighs). They jut out outward rather than lay against the thighs.

To be honest, I read it that way as well when it was posted.

Having cape could be nice - we already have bunch of them attached to chest-pieces in-game already, but sadly I don't really like any of the options currently available. I might see chest-piece with cape attached one day that looks nice for my taste, or I might never see one added.
