O.oI'm more than a little miffed at this situation because one of my FC members had a similar situation- he bought platinum wedding rings more than 6 months ago, and the plan was going swimmingly until the guy he was EBing overslept. Yep. So he wasted 40$ with no compensation and square Enix refused to assist him..

I don't think it makes sense to give all of the items at the start as it sort of undermines the point of the entire EB process (surely just stick them in the cash shop as separate items if that's the required outcome, don't invent new processes to make a complicated system even more convoluted). But if one person cancels the purchase before the ceremony, it seems strangely cruel that their partner doesn't at least get to reset and bond with someone new without paying again. One person's order fulfilment being dependent on the whims of a third party (their husband-to-be/wife-to-be) is rather dubious. Maybe they don't want people getting multiple copies of the clothes (for different dyes) without paying multiple times for additional weddings or something, but who even does that?
I think it's fair not to offer refunds if you have actually had your ceremony and then broken up, but if you haven't it doesn't seem unreasonable to expect to be able to start it over with someone else.

How is it free stuff if you paid $20 for it?
Personally, I think the best way would be to make it possible to abandon the quest which should automatically return the eternal bond bracelet to the state before you started the quest.
That way, you still have what you paid for (the ability to start a ceremony with someone, including all the items and cutscenes and everything) and nobody has to get their panties in a bunch because someone got the items without the ceremony or anything^^
The cut-off point would need to be the ceremony, so you can't do that and then abandon it and do it with someone else or something.
To make sure it can't be abused, the clothes should only be given out once the ceremony starts as well (in the preparation room, for example?), and the bracelet has to become untradeable once you started the quest for the first time, otherwise you could get the clothes, abandon the quest, trade the bracelet to someone else so they can get their dress, and so on.

You do realize it could have been rescheduled..? How did he waste money for missing the ceremony when you can reschedule it? You can say "Oh, just pick wisely" but it really means nothing. I can fool thousands of players into buying rings to EB me easily, and then refuse to go to the wedding each time. Square Enix should not just get away with betraying the customer when this happens.
