You need to bring up surveillance and may need to create more ship parts or buy them, you can also ask FC to sell them if they are used you can trade gill for them. Example I maxed out surveillance and got sectors on 1-3 runs. Also some times it's a RNG inthelong run your going to need some duplicate parts so might as well start building. example Bronco hull

I am now suspecting that there is a requirement to have a level 60 character, or even a minimum number of members, in the FC to discover sectors.

Pray can anyone corroborate my suspicion?

From our own airship explorations, I can definitively say that character level and FC size don't affect it! While some still think it's a superstition, raising the Surveillance stat of our airships seemed to speed up discoveries by a huge amount (typically within 1-2 tries per sector).
