It's pointless to argue against the data of the only people who have access to the complete data of something rather than anecdotal evidence. If you want to argue the claim, the way to go is to grab some fluent japanese speakers and prove word for word that they never said anything of the kind in the live letter and it's all been a mistranslation. And then we can go back to arguing why on earth they would disable chat in the first place and fun forum poster vs poster will be had. With unrestricted chat, guaranteed.
I do not think they do, they only go by REPORTS, as i been saying all along, DF is more toxic then PvP is, but in DF they expect you take it and not say anything, pvp though i bet it is reported more oftenI don't know, the logs of all feast chat matches ever?

How much you wanna bet they also did not consider toxic chat based on throwing matches, if someone is doing that of course people gonna be out spoken on it
Also this resisted chat is still open to toxicity, I seen more with it then without. Spamming good job or whatever because no one changes to healer and losing, so on.
