Alex NM gear isn't considered relevant anymore, now that everyone can get i270 Shire gear and i260 stuff from Dun Scaith. Getting decent secondary stats between those two options is a fairly safe bet from what I've seen.

Old gear is unlocked for easy farming. Always been that way.
