Anyone having connection isssues as of late? (Also connection issues give penilty?)

yeah, everyone was, for like 5 hours, but SE blamed it on ISP even though everything else worked.
Not talking about now, but way back when they blamed it on people's ISP, the connection has not been exactly stable and I seen others having problems.

For a while there were ISP issues when a main transfer line used by Level3 (the main Internet backbone leading up to where the servers are in Canada) was accidentally severed by a construction company. Because of this you couldn't get to the game servers but you could get to everything else. Imagine it like someone had closed down the only road to get somewhere... Well, all the other roads are still open, so you can get to other places, you just can't get to that one place you really want to go.

They aren't but most East Coast ISP's route traffic through Level3's network to that location, and don't have a backup set for whatever reason. That's why only some ISP's have issues.

But people in Europe was having issues that day too and I do not live in the east coast

Again, depends on the ISP and how they have their routes set up, and whether or not they have a failover link that detects when packets start getting dropped on a path. If it was a server or SE issue, NO ONE would be able to play. If anyone can log into the server, its not the server.
