Also, here's a more explicit example of what your suggestion would result in:

1. Queue up for a savage raid. It doesn't go well right away for whatever reason, so you decide to drop leaving the party in the lurch to find a replacement or disband to start over their potentially long queue.
2. You can immediately queue up for a trial. You get Nabriales or Nidhogg so you decide to bail before it even starts. A second party is left in the lurch yet again.
3. You then immediately queue up for PotD and complete the run.
4. By the time this is done the 30 minute timer is up for the savage raid queue again so you rinse and repeat with no downtime for you whatsoever, but you've managed to inconvenience 14 other people in the meantime.

The penalty as it is currently is working exactly as intended and shouldn't change.
