While the live action series for Garo may not be well known in the west (Due to only airing in Japan.), the anime has actually been rather successful over in the west, specially since Funi has been pimping it out everywhere.
Perhaps it's more of a thing in the NA region, as I've never heard anything about it in the EU, nor have I ever heard anything about it while playing on Balmung (but then again, I rarely hang out in Idleshire, so perhaps I've missed it).

I understand that JP devs pick things that are popular in Japan when it comes to developing things for their games (Little Ladies Day, for example, that's a JP thing right?). I just glanced at the main plot point that came up when googling Garo, and it didn't mention anything about infighting. Didn't claim to know everything about the show based on that, and simply asked how it was relevant to PvP.

They want to draw more people there. At least they were nice enough to give people who don't want to get into PVP an option to still obtain the event items, unlike previous events where the options were "Do it or get nothing."
Not sure if it'd take all that much time, since they could possibly just use the hunt system, with hostile humanoid mobs wearing the obtainable gear with a slightly corrupted texture added to it, along with NPC wearing the obtainable gear giving out a simple tokens (similar to the daily hunts) to hunt down x in y zone. But I'll agree that it's still easier to just toss it on a vendor for a PvP currency and be done with it.
