Are they able to get it all without paying? If so then that does not really qualify in my books. If I can unlock a new character in a game by beating it on Hard mode or pay $5 in the store, not really pay to win either in my books. However, are they able to pay for armor or gear that is better than what we can get and its ONLY able to be gained through the store? Then yes, Pay to win. As it stands a simple skip to 3.0/4.0 isn't as bad as everyone is trying to make it out to be.

Most Pay to Win games make it the better option to spend the cash to unlock it rather than spend the time logged in the game. IE - accrue some game token at the rate of 3 per day. Spend 5 bucks on a pack of 15. Those tokens are used to hurry production (so you can use whatever to attack or defend sooner), or to heal your characters, or to go into dungeons, whatever. You don't pay, you are reduced to a mere crawl, compared to those who do pay and are able to rocket past you. That's Pay To Win.

Not unlike the jump potion, except you've already done the time to get past the point that they are rocketing to.
