the potion removes the gates. the dev time for it otherwise is impractical.
I think you're the only one who knows making 1 item takes the same amount of resources as editing 2 expansions worth of main story quests.

Never stated it takes the same amount. But instead of asking to fix the leveling experience we applaud them for being lazy.
