If part of the reason to release these is to alleviate players needing to complete tons of story quests to progress... why not just remove the gates?

Make level the only requirement to enter a dungeon/zone: e.g. when you get 18, you can enter Sastasha no matter your story progress, and when you hit 50 you can enter Ishgard and beyond no matter your story progress. The sheer amount of gating new players have to go through is what turns them off, so remove those.

In the same vein, you could also reset side quests for each job someone levels. So they can quest while they wait for dungeon queues; many MMOs do this.

I'm not against level boosting (I buy them all the time in WoW), but leveling in XIV is fairly quick as it is. The worst part about it is all the story gating that's forced upon people before they can even enter a zone. People will still eventually progress the story both for narrative and XP, but don't force it on those who do not care to deal with it.
