You can't put buttons on your bar for abilities above your level. The interface won't let you drag abilities from the Actions window unless you've learned them, and the /hotbar and /chotbar commands will ignore any ability you don't have.

Pretty sure this is in context of PotD, in which case, you're already level 60 while in there and can place those abilities on your bar. leaving Palace doesn't wipe your hotbars.
What I think what theyre saying is, if you're only say.. 40, but had your hotbars set from PotD, then simply "shadowboxing" would help with muscle memory. kinda like hitting a training dummy, but... without the dummy. I personally don't see it helping all that much since you don't get much feedback, and you wont actually see a cooldown, though. So maybe I'm off base in my assumption.
It does help a bit, granted this was when I was leveling Bard from 51-60 and ran POTD once, while I couldn't use them just having the skills there in a set spot helps a lot in how to move my keybinds around. Nothing worse than getting used to one set then a new skill or combo gets added in that you have to readjust. I know I did that quite a bit as Ninja
Lol, tell me about it. Leveling MCH, and I usually spend 20-30 minutes in a queue if I don't tag along with a friend who goes in on tank or heals.
I think it's important for everyone to consider that everyone learns differently. Some people can learn on-the-fly in a fast-paced leveling setting like PotD, and others need more time to develop the muscle memory associated with combos, or more time to read the tooltips. Some people can read the tooltips all day long, but may need to actually play around with the skills in a dungeon setting to see what they do and get used to them. Everyone learns differently, and I don't think there's a "right or wrong way" when it comes to "learning outside of PotD" or "learning inside PotD."
Myself, I learn better the old-fashioned way of leveling, and progressing through leveling dungeons to develop muscle memory with my skills, and practice different rotations. But, that's me.

The issue is that PotD gives way too much exp. It's kind of like back in early 2.x when Fates were better than dungeons. No one ran dungeons so they bumped up the exp dungeons were giving. They need to either tone down PoTD or bump up dungeons again. They should maybe even bump up Fates too. I don't see anyone doing Fates outside Relic quests.
I love palace !! Queue is fast for DPS classes which is so awesome! Most of the time you can manage to clear unless you are really unlucky with a trap or 2.
Being able to level up alt jobs and not spend time/gil gearing them up is awesome!!
I don't mind speed runs (as I too prefer dungeons to learn my class, so I hop in on my main) but people need to realize with how fast you level you can't expect competence. I'll point things out now and then, but I understand you're drinking from a firehose in PoTD.And, nowadays, people don't even want to bother to gather all the chests (gold, silver, or bronze), or check all the rooms.
That was also when I decided that, if I wanted to learn to play a job properly, I would just stick to old-fashioned leveling (i.e., leveling dungeons).
These two posts touch on a similar issue that answers OP's question though: people are rushed so they really CAN'T read the tooltips to get a decent idea.
