    You can't put buttons on your bar for abilities above your level. The interface won't let you drag abilities from the Actions window unless you've learned them, and the /hotbar and /chotbar commands will ignore any ability you don't have.

    Pretty sure this is in context of PotD, in which case, you're already level 60 while in there and can place those abilities on your bar. leaving Palace doesn't wipe your hotbars.

    What I think what theyre saying is, if you're only say.. 40, but had your hotbars set from PotD, then simply "shadowboxing" would help with muscle memory. kinda like hitting a training dummy, but... without the dummy. I personally don't see it helping all that much since you don't get much feedback, and you wont actually see a cooldown, though. So maybe I'm off base in my assumption.
