Well, the most SE can do is just post on the Lodestone about connectivity issues, since they aren't connected to Level3, and this isn't really an issue with SE or their servers. They can't fix Level3's servers, or prevent a DDoS attack on Level3 (I'm just assuming it's a DDoS, since that's what it was the last time this happened).
The last time this happened, it took SE several hours (about 10) to post about it on the Lodestone, and even then they said it was NA ISP issues, when that wasn't really the case. Most ISPs were fine; it was just Level3.

If it is an issue with the Level 3 Server... I can't really believe it is an issue that Square Enix can fix, as from what I am gathering, Level 3 is a major Internet Hub, not something that Square Enix controls. Thus it would require the Internet Hub fixing the issue, which could take anywhere from a few hours to a few days, and it wouldn't be worth getting mad at Square Enix over since it isn't there fault.

Did a tracert and non of my connections are currently routing through Level 3 and I am in NA and able to be on just fine. One of the few I think but that might suggest its a level 3 issue. Hope the info helps a little bit.

Jenova is having the same issue. I reset router, restarted PC, and tried out other game clients. It's just Sqaure Enix data centers. Logging in: I had a message saying there was 67 people in front of you in que. My server never has a wait time, it's Jenova.

Well, I haven't gotten kicked out since I posted. Checked tracert. No timeout hmmm... and... no level3 listed O_o
