And this is still something completly different than PotD. If they would make it free for random que's they would have to set fix roles (tank, healer and dps) otherwise it would not be possible to progress on the higher floors because the mobs will just rek you. That would end up in longer que times for the people, the complains about that and of course the complains about trolling players who wipe you on the higher floors which would end up in complete waste of time since you have to start from 1 again.
You need to stop comparing this to the PotD floors 101+.
They took away the gating because you had to do nearly all of the older Extreme Primals to unlock the new ones, when at the time there was little incentive to redo them besides Ponies and Furniture since none of the gear besides the Garuda/Titan/Ifrit Jewelry were relevant item level during their patch. Say patch 2.4 just came out and you wanted to do Shiva EX. You want to try it out but you find out that you need to beat Ramuh EX, but wait a second! If you haven't done Ramuh EX yet you had to do Mog EX and Leviathan EX. So if you wanted to do the newest content you had to complete content that was 2 patches old, or in other words, 7 months old!
Depending on how your server's PF was, this process could've taken a while since many of those EX fights were a nightmare with new people along with the fact that the people who wanted to farm that content already got what they needed and didn't have to do it more. Ramuh EX required (at the time) high DPS to progress past the add phase. Even if you had the DPS to get past the ultimate many people failed tethers happened since they had a Pyretic-type effect. Mog EX was considered a PF nightmare with the fact that Voice Comms was basically a requirement to make sure the Moogles went down evenly, ensuring you either didn't push phases early or caused a wipe. Mog EX was also rarely seen in PF since it didn't have a mount attached to it, meaning most people did it only once. Leviathan EX also punished people who didn't have their camera spinning to know where to avoid being dunked.
There's also the fact that there was very little connecting these fights besides the requirements.

It's fine as it is. I've yet to clear 200 myself but have been dabbling with it on Saturday evenings with a group of friends. made it to the 180s and ended up dying. and will probably be rocking 51-100 again this Saturday evening. couple of hours once a week it's really not a big ask for anyone even the most casual of players. it doesn't have to be done in one go.
I agree with what a lot of people have said as well. if they opened it up to the duty finder it would inevitably be nerfed. because people would flip tables if they queued 191+ and got grouped with a bunch of people with horrendous aetherpools ratings or wiped the party in minutes because they all went there own way pulled everything etc etc. sending everyone all the back to floor 51.
There's also the fact that people have been asking for FC related content for years and in a way this is it. its a piece of content that's well suited for fcs to work together through not something everyone can just hit df and go..
The question to anyone who wants to see it opened up should be. "would you be happy going back to 51 because that one guy you got matched with had a terrible aetherpool rating, wasted all the pomanders, or just decided to pull everything and wipe you? pretty sure most people would not be ok with that...

If it has any sort of party composition requirement, it's not savage PotD. It's not PotD at all any longer. It's just another dungeon with increased entrance requirements. The thing I love best about PotD is matching up with whatever the game decides to give me and making it work. It's a shame they went back on this unique idea for the "challenging" part of it.
I actually never personally asked for floors 101+ to be matched. I asked for the ability to convert a matched floor 100 save to be able to do floors 101+ with a fixed party. I know that the content is too hard to do with a matched party. This allows a group to meet the preliminary requirements individually, meaning that when they actually meet up they can dive straight into the content rather than spending 4 hours (more than one play session) even getting to the content that they want to do. I disagree with the OP but I am aware that the current system is not good enough.

Well yes it is a bit annoying and i don't see the reason for that either but what most people in this thread demand won't work out at all.I actually never personally asked for floors 101+ to be matched. Floors 170+ i can understand the need for premades but all floors before then are a joke.
