[spoiler]The resistance was under suspicion to summon Rhalgr multiple times already so the thought of him beeing a Primal in the expansion is ot far fetched at all, I would even go so far to say that he will be the first primal we are facing[/spoiler]

Keep in mind that, to the beast tribes, what we call primals are gods. Further, even a non-deific being, King Thordan could become a primal, so it stands to reason that Rhalgr, or any of the twelve for that matter, could also be conjured as a primal.

Nah, I believe the actual comment was they were going to work towards having more unique primals, not just grabbing from older FF games. 4.0 is going to be a mix of that similar to how 3.0 is a mix of old and new.
As mentioned by OP, Asura would fit as a primal in 4.0, given the culture of the people.
I dunno... Doomtrain done as a raid where each level is another of his traincars getting closer to the front with D12 being the locomotive could work.
