I am curious but does the recuitment papers stack as more recuits join or are we only allowed to get 1 recuitment at a time?

I don't know if there is an upper limit, but you can stack several. Maximum I ever had in waiting was 3 or 4 I think.
The only problem is, you can't view them until you accept or refuse the first one, so there really is no point in letting them stack up :/

There is a limit, and I'm guessing it's two per group.

I had two in waiting, increased recruit buff on, and didn't get any additional recruits from 4 gold saucer achievements.

I've had 3 stacked. I unfortunately had to dismiss them all as they were repeat roles of ones I already have.

No, just 3 different ones, but I already a one of each role of the stacked recruits.
