    What would really make Regula appear more like Kefka is if it was he who ordered the complete destruction of Doma.

    That would make sense considering that unlike other Garlean leaders, Regula rose through the ranks on merit alone. No corruption (that we know of) only skills and unwavering loyalty.
    It would be a huge boon to the emperor to show that one of the legatus's had the nerve to remove a rebellious city from the map.
