Umm, it's pretty obvious the UI is a lot more server dependent than client dependent. Take FFXI, their other currently active MMO, the UI is purely Client based and there's no noticeable delay between actions, the only lag present is hardware lag or with certan events with weird net coding (Besieged/Campaign), you sometimes experience latency issues, but never with the interface.
So yes there is optimizations problems...with the server, which is where most of the interface functionality lie.
