    If I understand this correctly, then it's actually a lot more than even the 512 you were expecting: 90 per subdivision; 2 subdivisions (main and sub) is 180 per ward; 12 wards in a city is 2,160; three cities is 6,480 total. If I'm not mistaken, there's not going to be any shortage... 6.5k is a lot of new houses.
