About the EU campaign for maid outfit and fat chocobo

You can use any of the campaigns, the codes work for anyone on a EU account.

I was more thinking along the lines of can I do this online or will I need to be local? And if I can do it online will the products I buy (gamestop) even be compatible with my machine (region locking) etc.

If they are all local only, it is an even bigger slap in the face to the UK because ours was available to the whole world, reducing supply that was available to UK players.
