Considering newly created characters did not experience the events of the calamity, it wouldn't make much sense for them to be branded. You as a player may have gone through it, but the characters themselves are different.

Reading through the topic here, it sounds like you weren't expecting certain things and now want changes implemented to dismiss that. A little research goes a long way!
