They can and will do it for you, I just think you've had bad luck with the individuals you spoke with.
Chat support you say? IF I assume correctly you must mean the chat support on the Heavensward support page. I've gone to the chat twice because of my... dislike of calls and vocal chats. But they've directed me to the store support each time which I've only found an email support for. Perhaps these reps are not showing me the entire picture? Or perhaps you're talking about a different chat support?
