...By that measure, WAR has Storm's Eye, and DRK has Delirium and Reprisal... those serve a similar role to Divine Veil (as does Rage of Halone), except they actually also apply to the tanks that use them, unlike Divine Veil. And they can have a 100% uptime if needed. Delirium is also a lot better than RoH in the party mitigation department because most of the raid-wide attacks are based on INT.
Paladin does have Stoneskin, though. I don't know if you'd count that into your defensive CDs, because as someone said earlier, casting makes you unable to block or parry, and then you can get interrupted, and then it sucks. Though then again, if you're interrupted by a TB while casting Stoneskin you were already too late in casting stoneskin for it to matter, so~
In a fight where the PLD isn't expecting to tank swap you can buff up, cover the tank, and mitigate damage that he wouldn't normally be mitigating. Or if he's about to die and your healers are struggling/bad you can cover and buy extra time with your shiny body. PLD tends to excel in situations where poop is in the fan or your group just isnt' very coherent or practiced.
The OP's approach to this issue is a bit disjointed, and hard to follow, but he's right to say that PLD has close to no advantages from a strictly pragmatic point of view.
PLD dps is solidly the lowest among MTs.
PLD dps is solidly the lowest, though not to the same extreme, among OTs.
PLD unique CDs are less practical than the other tanks:
Cover has limited to no uses in current content
FoF is great, but is nothing compared to Maim and Darkside
Bulwark is a wholly unreliable mitigation CD
Bulwark and Sheltron are useless in fights where the boss doesn't deal physical damage
Tempered Will has the same problems as Esuna in that there's no consistency when it will be effective against the same effect across different fights
Clemency is trash with barely any practical application
Awareness is solidly meh; you'll never actually know how many crits were avoided because of it
On top of that, several PLD abilities have severe QoL issues:
HG is overpowered and has a 7min CD to compensate; this is HORRENDOUS for progression content as it adds an extreme amount of downtime when wipes happen
Goring Blade is the PLD DoT, and it takes 3 GCDs to apply compared to the 1 GCD for WAR/DRK DoT
PLD still, STILL has zero AoE damage outside of CoS
SE needs to do a ton of work on PLD. The fact that we have a shield accounts for nothing in the face of how much better WAR and DRK are against bosses.
I used to play a game where the tank could do two to three times more damage than dps classes.
You guys don't know what imbalance means. What pain means.

Warrior was this way not too long ago, doing far more damage or at least able to then dps. Not even joking.
Felt pretty bad for those dps out there that could not top War
Because the best tanks doing better than the worst DPS is such a bad, bad thing.
You shouldn't be feeling bad for people who don't even put in a shred of effort nor should you be antagonizing the ones that do. (Hint: the tanks that beat the bad DPS).
Warrior wasnt the only tank doing this.
Also this is still very much reality and like before, the issue never was tank dmg.
