    Uh..that's how RPGs were usually designed though. Even DnD uses levels as a balancing mechanic.

    Not really. The levels just give a really solid indication of the creature's ability. There's no arbitrary +'s and -'s applied simply because of level differences, power differences are there solely based on stat differences and abilities.
