Weirdly though they actually will punish for it and they do treat it was game disruption. It can be a form of griefing other players depending on circumstances.

Whoever told you that was probably spreading propaganda hoping it'd spread and people would stop quickly pulling. The only occurrence of griefing that can occur with Hunts is intentionally resetting them, and funny enough that tends to be caused by people who are upset they arrived late and not the ones who got there fast and started it.
