If there are enough players to kill the mark, then there is no "early pulling." You just got there too late.

A mentor stole my house, slapped me across the face, and raised my ping from 15 to 30. Literally unplayable.

It's old content, why does it matter at this point? It could be worse, could have been like hnm back in the days of XI where if one person pulled it, the only players who could fight were that player's party/alliance, they'd have to decide who got a single drop, and if they killed it, you went back to waiting 48-72 hours for the next random spawn to fight over claim again.

Probably because it's the easiest way of upgrading current gear. It's not that it's old content, it's actually always been somewhat relevant.
Now of course that being said, if people really wanted to do this they'd be out there hunting down the mobs and triggering spawn conditions themselves. You miss something, you are more than likely just too slow. There's no such thing as an 'early pull'.

If I'm out hunting in the zone, I'm likely going to be able to get credit. If I'm helping spawn, i'm likely going to be able to get credit. If I'm leeching, then getting credit is nice but it's my own fault if I don't.

There is no such thing as an 'early pull'.
If a group of players believe that they can take the mark, then they are welcome to do so, that's how the content is designed. It's not designed for entitlement players who believe that if you don't wait for the entire server to show up, you committed some crime.
I'm pretty sure that mark resetting has been explicitly labeled a violation of the rules because when you reset a mark that someone else has already pulled, you are interfering with another player's gameplay. Report them.
To answer the OP's questions without getting too involved in the debate in this thread:
In Carbuncle server, no, there are no LS or FC who partake in what you are talking about.
There are some hunt LS who go around spawning mobs and searching for them. However, these people always advertise the hunt in the Party Finder, shout it, and wait 2-3 minutes for people to show up.
They even have someone go to the nearest main city and shout it there too!
The only time I have ever witnessed "early pulling" is when there is 1 or 2 people who were NOT part of the original group AND do NOT want wait for anyone else to show up. (And I've only witnessed this twice) In other words, they pulled the mob before the time specified by the group who spawned it (both times S mobs)
The LS and people who do hunts on our server are well-known and well-respected members of the community for actively involving others in the hunts that they found / spawned.
I really love the folks in my server because everyone thinks and cares about everyone else.

this is how i do it
-Walk around Eorzea, i see an A rank.
-Nobodies around and dont feel like shouting in the linkshells and waiting for 1 hour.
-I summon my chocobo and kill the A rank with me as a WHM
thats what i have been doing rogue kills and i report them ofcourse on the hunt sites if i dont forget

All I know is I noticed several time that there are people who come-pull. I have been with an uncomplete spawning team and was one among the first to arrive. And while we planned to wait, someone come and pull. Just a leecher who have decided to pull, like that, just because he doesn't want to wait, just because he find fun to pourish other players game experience. These are are the ones who have been blacklisted and kicked from hunt LS.
PS : I don't consider early pull for A rank, they have pretty too low life. I consider only early pull for a S rank.

no, I blame people like you and I don't even hunt.30 seconds to a minute wait for every single person that wants to show up after they hear about it 30 seconds to a minute after the last person adds up really fast. There is no such thing as an early pull. Blame Square-Enix for the way hunts are developed if you have a problem with it.
