I'd just like the BT mounts to play their respective BT themes, and Fenrir to have Snowcloak music.

Technically it does, in a round-about way. The default flying mount music (Borderless) is a subtle remix of Silver Tears, the Keeper of the Lake dungeon theme, itself an extended remix of Intertwined, the ARR Mor Dhona theme. Which was no doubt Soken's intention, given Midgardsomr's importance to the plot in Heavensward. Primogenitor (Midgardsormr's boss theme) though is somewhat slower tempoed and more darker in tone, so Soken probably thought it wouldn't quite fit as well as a mount theme.

EDIT: and it seems I was wrong - I listened to Borderless again and realized it is not Silver Tears that it takes most of it's cues from (although there is definitely references to it in there), but indeed it is a faster, more upbeat remix of Primogenitor. So... Middy's flying theme already is his theme in a way.
